Whittier itself is a dump. Created by the government during the Second World War to be a secret alternate port Seward should have invaded. Most people in the city live in a single high-rise, concrete ugly. But is the reduced access from Anchorage to Prince William Sound (which is great). (Y is the only bi-directional, rail and car, single-lane tunnel. It's all down to the lights with timer). Seward and Valdez are both in places magnificent in the headwaters of the fjords. It is as though flooded Switzerland and threw in a few moose. Valdez has a major oil terminal. Seward has the Sea Life Center (A very good, a modern aquarium) and access through a day cruise to Kenai Fjords National Park. So I'd say wins Seward. It is a bus ride enough 2-hour flight from Seward to Anchorage connection. To get to / from Valdez, take a 737 on the "milk-run", a 33-seat Dash-8 double helix or a really long ways to drive anchor.
